Setting up Free Shipping

When Free Shipping is selected as the discount type, the Applies To product options are hidden, since the effect targets shipping cost rather than a product, and a Shipping Methods per Country section appears instead:

For each shop country in scope, select which shipping-methods and -carriers the free shipping applies to. A country row must have at least one shipping method selected, unless external cost provider handling is enabled.
Apply with external cost provider: Enable this toggle when shipping cost for the promotion is covered by an external cost provider rather than one of your configured carriers. When enabled, selecting shipping methods for that country is optional. When disabled, at least one shipping method must be selected per country before the promotion can be saved.
The Shipping Methods per Country list only shows countries included in the promotion's Countries scope.

Once configured, the promotion summary shows a FREE SHIPPING badge along with the number of shipping methods selected and whether an external cost provider is applied (EXT. COST: ON/OFF).

Free Shipping is available as an effect for both Automatic Discounts and Promotion Codes.
